Meet Solange

Councilwoman Solange Whitehead moved to Scottsdale in 1996 from San Diego for “just six months,” fell in love with Arizona, and never left. An electrical engineer, conservationist, and dedicated volunteer, she is serving her second term on City Council after six years on the McDowell Sonoran Preserve Commission.

Known as “relentlessly positive,” Councilwoman Whitehead brings residents and stakeholders together, builds consensus, and gets results. Her leadership has delivered an unprecedented string of ballot-box victories for Scottsdale:

  • Prop 420 “Protect Our Preserve”: Required voter approval for changes to the McDowell Sonoran Preserve or use of Preserve tax dollars.

  • Bond 2019: $319 million in infrastructure investment, the first voter-approved bond package in 20 years.

  • General Plan 2035: Ratified an updated General Plan with over 70% voter approval, a first in 19 years.

  • Prop 490 “Protect & Preserve”: Scottsdale’s first 30-year dedicated tax to restore and maintain city parks and our Preserve, mitigate wildfire risks, and expand police and fire resources.

  • Prop 491: Voters approved an increase to the city expenditure limit which had not changed in 18 years. This was not a tax. It is fiscally responsible management.

Councilwoman Whitehead has upheld Scottsdale’s reputation as a “world class community with simply better service” while investing in staff, lowering tax rates, and fostering a healthier, greener city.

Beyond City Hall, Councilwoman Whitehead volunteers at the Granite Reef Senior Center, served on the Waste Not board, and was recognized as “Conservationist of the Year” by the Arizona Wildlife Federation. She and her husband provided funding for the 3D Printer Lab at Scottsdale Community College, have three grown children, and enjoy spending time outdoors.
